lib: extract shared retry session to lib/http.py ec6d5d4af3

weather.py's HTTPAdapter/Retry session is now shared so news.py can use it too.

news: always send collapsed digest, drop staleness and fallback 89f48f8ac8

Kloshletter is gone; the former fallback feed list is now the only list.
Every run sends one digest instead of per-feed messages gated on a
last-seen URL. A total fetch failure now sends a low-priority alert
instead of failing silently.

remove remaining jokes/memes references db4278b4e7

Scripts themselves were removed in the previous commit; this drops their
config, just recipes, and usage strings.

docs: match cron docs to actual schedule cdf2a221b5

docs/cron.md and README disagreed with the live crontab on every time slot
and omitted log redirection entirely. Rewritten to match reality (weather
7am, ssl_expiry 9am daily, apod/news 10am, system_health 12pm, quote 7pm,
adguard_stats Sun 8pm) instead of changing the crontab.
